Fire Hydrant and Main Replacement Trust Fund
The fund is dedicated to fire hydrant maintenance and upgrades, and hydrant water main installation.
FTC found that the city swept over $30M from a trust fund into the general fund despite the fund being dedicated to other purposes and having been collected from developers specifically for that purpose.
Special Parking Revenue Fund
Stated purpose: “Accounts for all monies collected from parking meters in the City, except those monies from meters located in established vehicle parking districts. Monies in this fund may be used for the purchase, installation and maintenance of parking meters; the policing of parking meters and parking meter spaces; the collection of monies deposited in parking meters; the purchase, improvement, and operation of off-street parking facilities; the painting and marking of streets and curbs for the direction of traffic and parking of vehicles; and the installation of traffic signs, signals and other traffic control devices.”
FTC has found that the parking fund is being diverted from its intended purpose to propping up the city’s budget.
